Is #RRGGBB the same as rgb(r, g, b)?
Yes — each hex pair is just the 0-255 channel written in base 16, so #FF8000 is rgb(255, 128, 0).
What does #F00 mean?
A shorthand where each digit doubles: #F00 equals #FF0000. It only works when both characters of a pair are identical.
